So... My copy of ME3 got scratched a while ago, then my new copy took a long time to get here. Since I had the problem of Infinitely checking DLC last time, I figured I'd delete and Re-install it again.

I've found the source of the problem. The Resurgence DLC. I'd forgotten to redownload it this time around, it went straight through the DLC checking twice with ease. Upon installing it, The problem has returned. I've tried deleting all the other DLC as well, It still does it.

Does anyone know how, why and/or a way to fix it? As it is, I've been disconnecting from LIVE to log in the the ME3 MP, but that's getting tiring.
