Yep, because the file says "Shepard lives" and the lI doesn't put the plaque up, like they'd know. Of course rationally none of that suggests a hight chance of living but apparently you've got to consider why a scene would be inserted, and that trumps what it actually shows and what the most likely consequences are. It's more artistic like this.
I like someone's earlier suggestion of Miranda helping patch him up if she's still around. Shepard not surviving if she's dead would be an interesting little final twist. edit - hope it doesn't turn out that Wilson was the brains of the operation, despite trying to sabotage it.
