 One of my greatest wishes with Dragon Age is that  Bioware will bring the Maker to life.

It is a long shot, but you have all these extremely powerful entities intervening in human affairs, taking possession of people, etc and no countering power to maintain cosmic balance.

Or at least they can create an avatar with the Maker's powers

The maker is meant to have left this world anyway thats what the chantry teaches us

It is for those reasons you suggest why they didn't make the maker a real presence, that and they wanted to make it debateable like a real religion as to its authenticity. Having a all powerful being is what destroys the immersion in D&D games like Forgotten Realms and it would ruin DA:O too, having a being pop down like that. Ruins the sense of isolation and being the only thing stopping the horde when you have Bob The Builder God backing you up. One of the reasons why I didn't like the atmosphere in Diablo 2 as much as Diablo 1 with all the angels hanging around.
