Here is a hammer for your wall: DATool: DA model manipulator
It is a model viewer; scaled or retextured versions of a model can be saved.
Related tutorial on the Toolset wiki: Creating a custom placeable from a model tutorial
In case you want further customization with 3dsmax:
.mmh and .phy files can be extracted from the modelhierarchies.erf,
.msh file from the modelmeshdata.erf
(.mao files - materialobjects.erf , dds files - texturepack.erf,
Eshme´s Import Export Script for 3dsmax / Gmax: DA:O Model and Animation Import Export )

DATool has its uses, but it's not really suitable for scaling. It doesn't scale collision properly, so doing it in a 3D app is the only practical option. What it is very useful for is searching for a particular model and extracting it. Use it to search for the model you want, extract the files, then import into Max.
If you are using Max, the PDF that comes with Eshme's plugin that Yara linked to covers the basics of model import and export. There is various other relevant info on the wiki and here on the forums if you get stuck. If you are scaling, you'll have to run a Reset X Forms before export, or it won't work actually scale. The plugin should give you a warning if you forget.
