Possible dev tools for Frostbite 2 games?

So since it was announced that ME 4 will be made with Frostbite 2, I've been looking around online trying to find out if any Frostbite 2 games have been mod friendly for us PC users. I know that competing engines like Cryengine 3 have modding tools and development module downloads readily available.

The Bioware fanbase while being a little on the vocal side are also incredibly energetic and creative, I'd love to see what the modding community could do with this franchise if they were given a full set of tools.

I have a feeling that this probably won't happen, but a guy can dream right?

My butt doesn't get hurt over decisions made by EA and Bioware.

I expect to have a fun time when playing games.
I've found Mass Effect to be very addictive, and I look forward to more.
But I am aware that all three games are flawed, particularly the third one.


Consider Mass Effect 3 to be my guilty pleasure.
I love the hell out of that game.

There's a lot of work, and costs, with making a mod toolset. With EA already cutting corners, it's very, very, very unlikely. They can't just hand us whatever they made the game's content with.
