Speak to Ser Jory just before becoming a Warden and the camera when zoomed out, will position it far far away from you centering on an arbitrary location.
Luckily saving, quitting and then resuming fixes the issue.

Just thought I'd update on this, it hasn't happened since then on new games I've done. It was definatly broken when it did happen however, zooming in centered the camera on nothing and when zoomed out I couldn't scroll the view to my Character.
