 I was recently wondering when Tactical Cloak's damage boost starts because I was wondering whether I should activate the power then immediately fire my gun or do you have to wait for the character to be fully cloaked> If anyone could tell me that would be great.
Also what's the opinion on the Increase Damage Evolution vs the Increase Duration evolution
