He's an amazing kit and so much fun to play. Maxing out RM, passives and his fitness tree are a must IMO.

Damage TC, Radius Homing Grenades, Radius/Damage/Invasive Scan for Recon Mine, Full weapon damage/headshots for passives, Full health/speed for Fitness.
Use Grenade Gear too.
That's for a non-sniper rifle build.

Sniper build. Spec TC for damage, recharge, sniper damage. Recon Mine for radius, damage, invasive scan. Capacity, headshot, damage for passives.

Perhaps you should post some more info about your playstyle, favorite weapons, etc. so it's easier for people to help you.

I gave him a Harrier, but this is otherwise the build I use.
To my mind, the only other reasonable builds are 46664 and 56663, and I really like the extra movement speed, enough to pass on the extra damage.

cloak - duration
grenade - radius
mine - radius/damage/invasive scan
assassin - weapon dmg, headshot, weapon dmg
fitness - health/shield, shield recharge, health/shield
and took M-11 Wraith + weight modded MP + Shock Trooper Upgrade.
Works great so far.

Add to the fact hes so fast and you can get around pretty easy with cloak up.

Plain and simple, Tactical cloak specced for max SR damage. Skip grenades. Recon mine - increase area, damage, invasvice scan.
Passives for weapon damage & fitness/speed.
Black Widow. Phasic rounds. Sniper rifle amp & gear. Adrenaline Mod or Power Mod or whatever, doesn't really matter.
Hit cloak, fire the mine into where you think enemies will be/know they are. If there is something to shoot at, do it, else break your cloak with melee to keep cooldowns low.
With the gear & build, you can actually headshot Centurion level enemies even without cloak if they are in the Recon Mines defbuff area.
You can take down Banshees in 4-5 shots. Brutes can be 2-3 shotted, Ravagers 1-2 shotted.
Then blow up your when finished, redeploy it. Always fire it under cloak.
The key things to being good with this are getting to understand where enemies are likely to spawn at the start of and during waves, so that you can predict it, and use the mine to debuff them and take them down.
With piercing mods on the BW you can also shoot through walls no problem, so its a very survivable class.
