You should have all of them.
On a more serious note... there was a weekend where we got a promotional weapon in both the Commendations and the Allied-goal-whats-it-called-pack, but never one with 2 Commendation Packs.

Yes, there was - one week both the community and squad goal awarded a commendation pack. but i can't remember which op it was. Just look on your N7 HQ, count the number of operations weekends there's been and add one for the extra commendation pack we got one week. Simples

so we should have 26? the reason i ask is that Operation Prophecy gave me an Eagle VII but I thought I got an Eagle VII last week...
