Just checked on the Wikia website to be sure and yes you need to be a mage

You must be a pc mage. You cannot unlock it with Wynne, Morrigan, Jowan, or Irving. Only a pc. And you bargain and say: Teach me blood magic.

Huh? I never got that option. The only deal he ever offered me was to ritually kill every slave he still had handy in exchange for not dying. (I assume you're talking about the Alienage End-Boss? Caladrius? Bald, arrogant, real pleasure to off?)
