I am currently at that most troubling point where my gear is maxed except for a few (3) uncommon gear.

What is the best pack to look for them?

I would think veteran, but I heard rumours that veteran packs do not yield certain gear.

Suggestions?

Spectre or PSPs imo. They have a weird drop rate but I think Spectre packs will give you a greater chance.

Once you've hit your limit with veteran packs, move on to spectre packs.

i got all permanent equipment ( commons, uncommons, rares) from spectre packs.
veteran packs will only disappoint you if thats what youre looking for IMO.
