I read once that there is a cap on ability statistic bonus so that ability statistics past 100 do not give higher bonuses. Is this true? If so, does equipment count towards this bonus cap?

I didn't quite get the question. Do you mean attribute points? If that is so, then as far as I know, they are not capped at 100.
And if you mean the character damage bonus, that includes passive/activated/sustained talent damage bonus, bonus damage for each level, bonus damage from specializations, damage bonus from weapons, then yes, that is capped at 100.

I mean the attribute point bonus. I know you can put more than 100 points into an attribute, but if you have more than 100 will the bonus be capped at whatever it is at 100?
Damage bonus is capped at 100? Wow, complicated, how do I calculate all my gear and talents so that I am not wasting them?

Attributes are not capped at 100 in origins, but that is the case in DA2, iirc. You can notice the damage value increase even past 100 in the character/inventory screen.
I don't know if it's possible to reach the character damage bonus cap in origins itself. It can be done in awakening. But if you are interested, you can consult the combat mechanics article on the wiki.
