I think that if you're sent to the Circle that represents the heart of Templar power in the Free Marches you're pretty much hosed.

Anders brings up the same point, more or less. He says that it's pretty noteworthy how the Chantry put the Mages in a former slave prison.
Honestly, given how under Meredith she promoted Templars who held rather extreme views on Mages -- Cullen, Karras, Mettin, Alrik -- I'd say the Templars' spirit isn't at risk of breaking with those statues there. They'll probably enjoy them being there -- well, not Cullen, but the others surely.
Because when you look at that giant two-faced statue, it kinda looks like a Templar. And as I type this, it makes me think it's symbolic of Meredith. Two faces, similar headpieces.
Some of the more benevolent Templars may take issue with their presence, but I doubt they're going to go all Eeyore as a result of them being there.
The Mages... well... they suffer with the Templars like Alrik and Karras having authority over them and the other more benevolent Templars. And that's why they rebel. Most of them, they just want people like Meredith, Karras, Alrik, and Mettin to be ousted from the Order and have people like Cullen, Thrask, Emeric, and Keran in charge.

I imagine the templars kept them up to remind them of the dangers of mage tyranny and perhaps as a dark joke on the mages themselves. Plus, it'd be a fairly expensive undertaking.

I figured they kept them to crush the mages spirits,and say they are regarded as no better than slaves.
