They are support, as some people said earlier, so they don't need a buff. Plus, on platinum, 3 nemesis' firing at once can straight kill you.
why does it happen? because you were being still and out in the open.
Maybe not kills, but one can strip you from shields on plat and other enemies take on the rest. 2 nemesis' firing at once and almost killing you is often.
Then relax and understand that we don't need a nemnerf. Want a hard nemesis? Go to plat. On other difficulties, leave them as average support enemies. Simple as it is.
support enemies or not, then need a buff. guardian has a shield. combat engineer has a turret. nemesis has....a seemingly one shot gun that can take your shields down. no, she at least needs something for close range and flashbang is ideal.

2.They run fast and camp (usually long range), it's enough.
Let the phantoms and nemesis' stay the say.
More interesting would be replacing dragoons with rampart mechs.
still nemesis buff, 1 less phantom. bascially a phantom nerf. you dont want a phantom nerf?
Nope, I like phantoms the way are. They are as hard as they should be.

Nemesis..doesn't need a buff...she's a sniper and phantoms and dragoons are more than enough to deal with when you have 4 dragoons accompanied by two phantoms.
