Why are you even considering Fortification for an Infiltrator?
Energy Drain wins that matchup all day, every day.

Cloak: Damage - Recharge/Melee - Bonus Power
Sabotage: Damage - Explosive Hack - Tech Vulnerability
Incinerate: Damage - Burning Damage - Armor Damage
Energy Drain: Damage - Drain - Damage
Operational Mastery: Weapon Damage - Weight Capacity* - Damage and Duration

* Unless you are travelling very light, then you want Squad Bonus.

i always use gibbed so weight doesnt matter to me and i was thinking rank 4 sabotage so i can max sticky grenade and i always thought armor boost was the best especially in multiplayer, on a side note which rank 6 for operational mastery does better im rather sniper oriented but the bonuses dont seem like they do that much.

I would not bother with Sticky Grenade myself, but I am biased against Sticky Grenades. If you want Sticky Grenades, then only put Cryo Ammo at rank 4.

I have not played a sniper Infiltrator because I see little point. If you are going for a one-shot sniper build, then the Mantis is all you really need. If you are going to use something like the Indra or Raptor, then I would not bother putting the points in any sniper rifle-specific bonuses.

As for rank 6 Armor Boost, the single player version only gives you +15% Damage Reduction for 10 seconds. The Damage evolution at rank 6 is better for an Infiltrator in single player to greatly increase damage to shields and Barriers versus Atlases, Banshees, and Geth units, and the occasional Phantoms. Sabotage specced for Damage and Tech Vulnerability as I suggest above should be enough to remove all other unit's shields. Take all +Power Damage armor and Intel bonuses.

Do not forget that Tech Vulnerability increases the damage of all tech powers, and I think that includes Tech bursts and Sticky Grenades. The Damage evolution of Cloak also increases your power damage, not just your weapon damage.

Take marksman instead. Tactical cloak + marksman = DPS through the roof.

Which bonuses are you talking about?

Both the Sniper Damage evolution at Rank 6 of Operational Mastery, and the Sniper Rifle Damge evolution at Rank 6 of cloak are treated as multipliers for SR damage and are fairly substantial.  The only problem is that in SP you have 100% shieldgate on Insanity, which will limit your damage to shielded targets.

Hence Energy Drain is a very useful power on a sniper rifle infiltrator.  Cloak->Energy Drain-> Shoot.  Take Disruptor Ammo evolved for Headshot and Damage to make sure you can break through small bits of shield if you don't strip them fully with Energy Drain.

If on the other hand you meant power damage, then they aren't the greatest on an infiltrator.  You basically need to take Damage in Cloak and use it to boost the power damage.

For an SR focused Infiltrator, I would recommend going with weapon damage armor, or at least headshot/weapon damage.

As mentioned above, Marksman works under Tactical Cloak (for no good reason except to troll Soldiers), and as such you can get ridiculous damage if you were to take that as a bonus and use it on top of Cloak.  However, there are not a lot of Sniper Rifles that make good use of Marksman, especially not early game.  The only one early is the Indra (DLC), and then sort of the Viper.  Otherwise you are waiting for the Black Widow.  The other issue is that since Infiltrator has passive sniper scope time dilation, it starts to get funky using the rifles with Marksman's rate of fire boost.  So stick with Pistols, AR's, SMGs or some shotguns if you go Marksman.

I probably came across as a little harsh in my first reply. I apologize.

The only time I would take Fortification on an Infiltrator would be for a specialized melee-only build. Otherwise, pretty much every other bonus power would be better for the Infiltrator.
