Depending on what you are looking for then Engineers are one of the best groupings in the game. None of them are truly. However if you like shooting more than casting there are less options within the Engineers than in the Infiltrators, Sentinels and Soldiers. Engineers are primarily casters and with the change to tech explosions a lot more like Adepts. However for quite a few of them cooldown isn't everything and the playstyle is quite different.
Obviously everyone has different opinions. Playstyle and weapons really do change things. Honestly any character with a Harrier is going to be pretty good.
If you want Fire Explosions then the Male Quarian is probably your best bet. Incinerate + Arc Grenades can be pretty devastating on Spawns. The addition of Tactical Scan helps bring down bosses too. Because the cooldown on TS is short you only have Incinerate as a cooldown power. The combo doesn't rely on cooldown so you can take a much heaver weapon depending on your playstyle.
The Human Engineer is good as FEs and Tech Bursts too. Overload is a great stagger ability. The Drone can be deployed and it will just do it's job. The HE is pretty versatile but I find a light weapon is much more important.
The Demolisher is actually really a soldier without massive damage boosts. However she can carry any weapon loadout you want because her abilities are pretty much just grenades. The pylon can anchor you to a point on the map if you have a long cooldown. You can play this character as a grenade spammer but you shouldn't need to with the right weapons loadout.
I personally find the Female Quarian the most fun to play. Her debuff is easy to use, so unlike Tactical Scan which has a long animation and is best used only on bosses, Cryo Blast is great on most things. It will stagger shielded enemies, debuff armoured enemies and freeze defenseless enemies. It has a super quick cooldown so it is easy to follow up with a quick Incinerate for heaps of damage. Some don't like the turret but if you spec it for shock, armour damage and flamethrower you can just throw it into a group of enemies as you would a grenade. I like running her with a heavier weapon like a Saber. Shielded enemies are her weakness but if you can shoot well then Cryo Blast stagger and shoot can deal with them easily enough. Incinerate can also stagger so you could fire that first.
The Salarian Engineer took a bit of a drop because of the change to Tech Explosions. Energy Drain is a good power but it doesn't detonate unless draining shields or on synethic enemies. The window for and Energy Drain Incinerate combo to Tech Burst off is quite small as well. However against Geth he is a monster because all Geth are tricked by the Decoy. Energy Drain and keep you in a constant state of Damage Reduction and Fire Explosions are really easy. Any light weapon will help. The Salarian is very much a caster, but he is tricky to use against the non Geth factions. That said ED staggers, strips shields and is hitscan so he is still pretty good against Cerberus. It's just that Dragoons pretty much ignore the Decoy so they can screw him up a bit.
The Geth is another weapons platform and probably the best sniper of the group. He needs flamethrower on his turret to get Fire explosions, cast Overload into a flamed enemy, but ultimately he doesn't really need it. Hunter Mode does make him a little weaker than other engineers in terms of survival but it also gives him the biggest weapon damage bonuses and can turn his turret into a monster. Overload makes him pretty useful against any faction, but your gun will be doing most of the damage.
The Volus has some major downsides with its low health and shields and inability to get into cover. But he makes up for it with a mini cloak, 2 great debuff abilities, and a shield restore. However the cooldown on all powers is on the long side so finding the right weapon for him can be tricky. There is nothing worse than needing to SB but being in cooldown. Still you need a decent weapon to compliment the 2 mines. I personally think he should have been a Soldier and the Sentinel should have been an Engineer. This Volus really has two combat powers while the Sentinel has 2 Engineer specific characters. Of course the idea of a Volus Soldier is pretty ridiculous.
The Vorcha has the truly underrated Submission Net, and while he doesn't have great explosion opportunies he has pretty good survivabilty with Bloodlust. I quite like him because I really like Submission Net. I don't fnd him that different to the Batarian Sentinel personally. They tank in different ways and their backup powers have different uses. I feel that this character is one of the more support related Engineers and a good weapon is going to make a difference.
And I really haven't played the Turian Saboteur so I couldn't comment because I haven't played around with any builds. Grenades and a Turret seem pretty useful, so like the Geth and Male Quarian a heavy weapon could really help him, however if you want to use Sabotage at all cooldown is likely to be key.
Overall though I think the Engineers are all good and all fun to play. I probably enjoy playing the HE, SE, FQE and Vorcha the most. I like playing the MQE and GE the least but I recognise that the MQE, GE and HE are probably the best. If you are learning to play the Engineer class I would actually recommend starting with the HE. The Human really is a pretty good character and its 3 abilities will give good insight into the basic playstyle of the Engineer.

HE (0/6/6/6/6) is my most used and FQE (forgot her build, probably no turret though or just 3 levels) is played quite a bit as well.
