I get what you are saying, but what about the single hack? Lets say London hack in the middle of the map. All the players have to do is go to one side of the map and wait for the enemy is show up. Putting the objective between them and the enemy and funneling them into a "killzone". Armored Compartments would come in handy there. Of course that's just me being hypothetical.
If you do adopt the ref idea, then the ref and the ref alone needs to do the objectives (apart from killing the four dudes). If you leave him hanging and he can't cut it, you're screwed.
But in any case, that wouldn't really be an unfair advantage since all teams would have refs and in circlehack situations there would always be the extra target.
As far as I understand it, the concern was brought up that objectives might get dragged out and thus add padding to the score. A ref doing objectives would ensure a steady, timely completion.
