I believe that's right, all three packs offer the same chance of rares and ultra-rares. The RP and AP just give a higher chance to the item being drawn being a character or weapon. However, ultra-rare weapons are a pool of their own (they do not share a slot with the ultra-rare characters, which are only the volus engineer and infiltrator at the moment), so once a pack has decided you get an ultra-rare, it's always a weapon since there's nothing else to choose from. That's why the type of pack makes no difference for ultra-rare weapons.

For rare weapons and characters, I suspect the AP and RP give you decently improved chances (I can't test this since I unlocked all rares myself).

I'd prefer thermal packs, those are quite usefull. Anyways, I have my manifest maxed, so I don't care. Although at the time of that pack, I still had about 20 URs.

The only double UR PSP pack I got, and it gave both of them their last appearance option.

Haha, in that way you were lucky then, you only needed 1. My PSP right after that was also filled with yet another pair of deceptively "ultra-rare" Voluses.

My first ever Double UR, I was pretty sure I opened a reserve pack too, which is what I find confusing. In fact I am certain because the picture was of the geth looking chest (That's what I think it looks like)

I'd only ever gotten a double UR once before today, but the RNG gods were apparently smiling upon me today, because I got 4 double UR's today. Now everything but my csmg, typhoon and harrier are V or better. Woop Woop.

Happened around Christmas: Got my Scorpion X and Saber X in the same PSP. The next day, I got
my Harrier X and Javelin X in the same PSP as well. Guess Santa loves me.

That's happened to me several times. Last one, I got the Black Widow V and the Cerberus Harrier V in the same Arsenal pack.
