Has anybody thought of making a Mass Effect Universe Strategy game like Warhammer 40K

Not exactly 40k, but isn't there a mod for Sins of the Solar Empire called "Dawn of the Reapers"?

I think he meant a tabletop strategy game. ;) 
With that said, Dawn of the Reapers looks incredible and I can't wait to play it.

I'd play a tabletop game and I'd play a PC strategy game so... both are equally awesome to me.

Wouldn't be too hard to modify existing war game rules to fit the ME world. I'm sure someone mentioned this not that long ago, they needed weapon stats to build their tables of damage and whatnot.

Give a call to Fantasy Flight Games.

I see two games: one sheppard style cooperative against "the game", and other strategy.

So you want to create a game like 40k for ME. What's the worst that can happen? You get a company that charges you ridiculous amounts of money for things that ultimately you don't need, have them tell you that when you do certain things it will change the storyline of the game and that outright ignores its fan-base and does what it wants anyway? No, Bioware would never do that.

Relic developed other good games. Played Company of Heroes? I could imagine groundbattles like this.
Or a bit C&C oriented for the Skirmish-Part.

And for the rest of the game you could use Star Wars Empire at War as inspiration.
Or you could mix up RTS in the battles with round-based gameplay like the Total War series.

Sarcasm brother, it's in there. Seriously thought I used to work for GW and when I think about the thousands of dollars I spent on 40K I cringe. Not saying that it wasn't cool, but after what GW did back in '03 after they're summer gaming campaign( something to do with the Cadian Gate) and changed the way they calculate victories midway because the Good guys were winning too much, I was pretty much done with em.

 I would like a squad based RTS, a la XCOM or a game where we control 'groups' of unit types a la Tom Clancy's Endwar which can give a bigger sense of scale without making some brains blow for those unused for RTS's (like me :pinched:).

You would be better off looking into "Infinity" by Corvus Belli.

It's more individual based rather than squad/army based like Warhammer/40k.
