Ok so I did in fact e-mail Atari to see if there was still a way to download my expansions. They replied:
Hello,
Thank you for contacting customer support,
Unfortunately we no longer provide support for the NWN titles, they have
been transitioned back to Wizards of the Coast. Please contact Wizards
of the Coast customer service for assistance on this product at
http://wizards.custhelp.com, or call (800) 324-6496.
Sincerely,
Atari Customer Support

I then e-mailed Wizards and they replied:
Hello Michael,
Thank you for contacting us. While we are
providing support for Neverwinter Nights 2 we do not have download
support for it at this time. Thank you for your concern and feedback on
this matter. I will pass along your feedback in wanting to see this bade
available. I assure you that Game Support meets with teams around the
company on a regular basis, and we make it a priority that your voice is
heard. While we cannot guarantee a direct response, we can promise that
your thoughts and concerns are being passed along to the right people.

So what does all this mean? It means anyone who needs to re-download their expansions are SOL.

Not exactly sage advice (torrents are illegal distributions).
Now you know why I dislike Digital Downloads: A company pulls support and the buyer loses.

I have always felt the same way. Sadly I took a chance and lost in this case. This was my first digital download too.
