I think that Jack is the most powerful human biotic in her time.
As for the most powerful biotics out there in the galaxy, I would probably say the Justicar Matriarchs. Their training is rigorous and not all are guaranteed to survive it (Samara said something along these lines in ME2 I think, memory's kinda blur)

So my vote will be:
1. Samara and her Justicar League of the Asari
2. Morinth (her being AY on the run. The more she 'meld' the stronger she'll become)
3. Aria T'Loak (She's a Matriarch too, yes?)

I don't think Liara makes the cut (for now) since she is still an Asari Maiden or just about to enter her Matron stage at most, I think.

It depends on what you mean by "powerful". Most raw power (force)? Endurance? Skill?

As one of the guys over at Bioware stated, Jack probably have more raw power than for example Samara (higher total force) but Samara is more skilled in using her ability. Someone who can unleash the highest amount of force is more powerful if the object they direct all that power on absorb all of it (or is proportionally effectivly affected by it), but sometimes its much more efficient to channel less power more accurately and focused.

-Jack, most power output
-Samara, best control
-Miranda, fastest activation
-Liara, widest field affecting more than one target

In game:
-Shepard, highest stamina/most abilities
-Tela Visar, high stamina, fastest activation
-Jack, most dangerous ability (knocks fields of enemies off their feet/off the map)
-Samara/Morinth, most control (biotic bubble)

Aria's probably the omega (heh) in power. She's like the subject zero/Jack of the Asari, which is to say that she's as powerful to other Asari and matriarchs as Jack is to other human biotics. Even Cerberus in Invasion were amazed at how powerful she was. The DLC even shows that in gameplay, having the single most powerful and impressive biotic power in the series so far.

A vanguard or adept Shepard is probably on Jack's level.

I think in the codex it says that Krogan are the most powerful biotics, but it is rare for Krogan to be biotic. Asari are only powerful because they all have biotics.

It is just stated in the codex that those krogan who do possess the talent (biotics) typically have strong abilities, that's all.
