I really don't think Matriarchs are as powerful as everyone is making them out to be. In terms of sheer power, they are likely no more powerful than your standard *insert species here* biotic. The only difference is time.

Matriarchs have lived for nearly a thousand years with biotic powers, hence why they are considered so powerful. They have a millennia of experience and practice, I doubt it has anything to do with them being Asari in particular. In such a case, a natural talent at biotics of any species, such as Jack, could probably defeat even a matriarch.

A lot of people are putting Samara at or near the top of their list but if you don't recruit her for ME2 doesn't she run into Morinth and get killed by her.

Isn't Kaidan technically more powerful than Miranda? I haven't heard anyone praise Miranda's biotics other than Miranda (and maybe Jacob). I think it's safe to assume Jack is the most powerful human biotic.

 I would say:
1a. Samara
1b. Jack
2. Aria (as much as I hate to say it...)
3. Liara

I bet if it weren't for game balance, most asari combatant past 70-80 should be able to outdo most human biotics -- unaltered ones, of course; Jack is the exception --, since they have the long lifespan, teachers with centuries of experience in teaching, methods of teaching that we would call ancient. The list goes on. But for the sake of game balance, they just can't do that. And you know, they have to make the 'us' look good.

You're right about one thing, being asari enough isn't determining biotic skill. I bet a matriarch who have lived the life of a non-combatant and with severe disinterest in her biotic potential might be as good a biotic as James Vega.

And if Eezo-content in ones body has anything to do with it, know that Thessian food is rich with Eezo.

Also, do not think biotic training is as quick as Shepard's development. If one went from weak to master in a month or two, any asari biotic would be nightmarishly dangerous. Games have progression of skills fast for our enjoyment.

If I recall correctly, you can pick a specialization in Samara's skills that makes her power "equal to an Asari Matriarch". That would mean that Samara only has the potential to catch up with them, she is weaker first. Note that her power and Morinth's seem to be exactly equal.
I think we can pretty much rule out other species than Asari. Miranda has the best genes and the best training that are available and states herself that she is an extremely powerful biotic "for a human". The only known human that can at least catch up to Samara (who is already a little weaker than a Matriarch) would be Jack due to the perfection of her abilities through science.

So all in all I guess the most powerful biotics are all Asari Matriarchs whom we largely don't know, only a few of them. I could imagine that despite their sheer power is not that big, Samara, Aria and Jack could still be the most efficient biotics in battle because of training and experience in battle that many Asari Matriarchs would not have. I don't think Liara would be in the Top 5.

That is a good question, is Miranda or Kai...Kaid...Carth stronger?

I'd say they are both strong biotics, no doubt. But maybe Miranda is a little bit (Maybe only a little bit) stronger then K...Ka...Carth.

But does it makes a huge difference? Both can kill ya'

Carth and Kaidan are 100% completely different from each other, and the constant comparisons that are made between them because they happen to share voice actors is getting extremely annoying.

This is not an anime. There is no strongest biotic, strongest engineer or strongest soldier. Stop applying comic book logic to Mass Effect

Gameplay wise Liara by far. Especially after she upgraded to Nemesis in ME3.

Lore wise, I´d say Samara/Morinth, Aria, Benezia (I guess being more of a diplomat before her Indoctrination she developed less power), Jack, Liara, Kaidan, Wrex, Miranda, Jacob.

It's a bit difficult to tell. The humans have become much more powerful biotically since me1. There was that side quest that said that the implants that the humans where using where almost ok for asari. The implied statement being that biotic humans are almost if not as powerful as biotic asari. However all asari are biotics. Not all humans are. Jack is an anomaly created through extremely unethical means. though she does appear to have at least comparable power to an asari matriarch. As for benezia that could be put down to the fact that she was probably struggling internally the whole time. Her daughter was there after all. That's gotta blunt your edge.
