What does this mean?

It says it includes downloadable character and quest(a $15 value) through a one time use code.

What code are they referring to?

Some of the games came with a code to download the stone prisoner add on for free but i dont honestly know if they all came with it.

The code on the card that came with the game, shot be in th ft side of the case with the manual. one side has your free Blood Dragon armour, the other side has The Stone Prisoner which is the $15 DLC

There should be a sheet inside the box with redemption codes for Shale and the Blood Dragon Armor. Enter them on this site and download them prior to starting your game.

So far they all have (can't speak for the future of course).  As far as i understand it, Shale was pulled from the game due t numerous bugs including size related issues.   After the game was competed and somewhre along the line towards being stamped the bugs and were fixed.   instead of wasting money, it was decided t make all of the Shale related content downloadabe for free to those that bought the game, as was originally intended.

I see; I've already completed most of the game(Presumably) so I'll wait until I am done to finish the game.

You can add them at any time, it doesn't matter.
