Obviously it's a lore breaking oversight. Quarians can't wear robes because we're always in suits, and therefore shouldn't be able to cast fire and ice spells.
Why not wear a robe over your suit? You guys can figure out how to design a system of networked VI mechs but you can't understand how layers work.

It doesn't work that way, unless you've rediscovered the ancient techniques to become a Quarcane Warrior, the soup prevents spellcasting.

Wow, what's the strength requirement on those things? If you liberate the Circle Presidium Tower you get all those extra points to invest. Just take a few out of dexterity and throw them into spellpower and you'd be good to go.
