Is it possible to get Tali before you go to Horizon or no? I just wanted to know if it was possible to have BOTH Garrus & Tali on Horizon when you go to meet up with your LI (Ash or Kaidan).

I'm pretty sure I used a mod once to get Tali early and took her and someone other than Garrus to Horizon, and that she had a line similar to Garrus's towards the Virmire survivor (i.e. stop focusing on Cerberus and look at the bigger picture).
