Ethan Jeong on Feros requires 12 in Charm (maxed) or 10 in Intimidate. This is basically the highest check in the game.

 

This is the one I was thinking of, had my values the wrong way around. I like doing Feros early, so it can be tough to build up those ranks.

Haha, I'm not a min/maxer by any stretch, I kinda just put points where I feel like it (except Lift. Gotta have Lift. Gotta max out Lift). 

Just RP your way through the game, and you should be fine.
