Why?
She is the only female character that basicially doesn't jump into Shepard arms just like that and does not go into his bed because "oh no we can die, lets f**k" Because of that the romance is progressing slowly. It's a shame that BW always make apperance in games quite late, but at least it's a sweet long term relationship that doesn't give you the feeling that She just wants to bang Shepard. Other girls basicially jumped into Shepard bed because they found love just like that...they are too easy :/
Going to your cabin just before the SM is just that. Better than Miri choosing the deck where the other 2 LIs live, but it was the same as the LIs from ME1 (who, BTW, didn´t before because of regulations with Ash & AKidan, and Liara being afraid of her own feelings. The scope of the Reaper menace decided them to dismiss all that). It´s just a trope BW likes from time to time. JE had it, all ME have it. DA:O could have it, but there there was a plot to it.
And if Tali doesn´t get Shepard she goes for the closest person to Shep she knows. That was disturbing. What was wrong with Kal´Reagar? They had nice chemistry in ME2 with just two scenes, better than with Garrus IMHO.
