Sorry, guys. But it's true. He's the only one with that has an arc that arches over the series with it culminating at ME3.
ME1: We have the introductions and establish their friendship. They go through Ashley's death together. Unlike femshep, such feelings are not expressed. Mission, death, Saren. Inappropriate
ME2: Kaidan airs his feelings. Losing Shepard was like losing an arm.
ME3: Culmination. Expression of feelings just before the final battle.

As for the OP's question, I like Tali the best out of BroShep's LIs, but I think all the romances are interesting in their own right. For instance I was very pleasantly surprised by Jack's (paragon path) in ME2. I don't really think there's a 'best' LI, it's all up to personal preference (though yes, some have more content than other, which is a shame).

Lets look at the pros and cons of each
Tali
Pros
- Squadmate in all three games.
- Is in love with Shepard since Mass Effect 1, but did not pursue a relationship with him due to thinking it would never work and thinking that Shepard would be happier with someone else.
- Cares about Shepard enough to risk her own health if it means being with him.
- Has a full romance that is arguably one of the best executed (in terms of amount of content and effort put into it) right behind Liara and Garrus
- Possibly has the most amount of unique romanced dialogue.
- Isn't recruited untill second half of both ME2 and ME3
- Isn't a LI untill ME2
- The halfassed face
Laira
Pros
- Squadmate in ME1 and M3 games.
- Has a ME2 DLC focused on her
- Is in love with Shepard before romance starts]
- Got Shepard's body back
- Best romance in terms of amound of content and effort put into it.
- Isn't a squadmate in ME2 outside of LotSB
- Despite having the most romanced content, she has less unique romaced diloque then some of the other love interests.
- Can feel a bit forced at time.

Liara, Garrus (for FShep) and Tali have the same overarching character development. I would say that Liara has actually the best arc from a development point of view, starting with a mildly erotic infatuation in ME1 and ending up with deep thoughts about life and death while the end draws near during ME3.
Tali is a little bit creepy though, since Shepard is kind of a father figure for her during ME1 and then suddenly she has a crush for him during 2. Perhaps is better to leave her with Garrus.
That being said, I will never give up on ME2 Jack being the absolute best romantic development of the Trilogy. They didn't developed her that much in 3 as a LI, (though she was perfect as a mama bear) but that emotional breakdown before the Suicide Mission was priceless, one of the most touching moments in videogame history.

The only female character whom I truly enjoy and can take as a LI in the trilogy is Ashley. She is real, down to earth, a truly loving and caring character with an actual personality, backstory and motivations and she does not go all wet in awe when Shepard says or does something. She truly reacts to Shepard, his behaviour and his deeds. You have to gain her trust. It is kept real like with a normal IRL relationship.
Tali: too nerdy and stereotypically innocent... also tooooo "cute", if you know what I mean. Also, she melts in Shepards presence, no matter what. It's a no.
Jack: She is a real cyber-punkish anti-woman for fetish lovers who are into the stereotypical scarred and lost, love-thirsty sad little girl with turst issues who developed the tough, heartless, sex-hungry, survival at all cost **** personality in order to disguise their true person and to protect herself. A dark damsel in distress saved by Shepard's psychobabble bs.. Not my thing.
Miranda: Pfffff... I just can't stand her. Very similar to Jack only playing the disciplined Ice queen card instead of the tough **** to cover up her daddy issues + she is the mandatory "hottie" of the series and another damsel in distress saved by papa Shep, melter of cold hearts.
Liara: Two blue for my taste... but seriously, I have similar problems with her as with Tali.
Kaidan: I'm straight + he's a friend to Shep who died in Virmire.
Steeve: Still being straight and he's kind of a little bro to care about for the Shep whom I play and a real bad ass collague.
Traynor is kind of hot... but unfortunately even almighty Shep has his limits and can't grow boobs and make certain parts of himself turn into somehtin else just like that...

Third, Jack or Ashley. I would say Ashley, but they simply butchered her character in ME3.
And I can't choose Liara. Sorry, nope. Can't stand that character too much, even if the writers did devote the most time and effort to her.

Same, Kaidan and Male Shepard being together is actually the reason I started playing Mass Effect, sadly you couldn't romance Kaidan until third, but that paid off big time! But then I got into the game, I still loved Kaidan and didn't flirt at all with anyone, but Liara...just wow, I knew she was into me - just couldn't do it. I mean wow, because in the end of ME3, she wanted to embrace eternity with Shepard and that was just really deep, like omg, has Liara been in love with him the whole time?
So thinking of playing another playthough with her, just too hard to do so with the current ending.

Liara's is pretty shallow in my opinion. It's in the same vein as Ashley and FemShep Kaidan as being an established relationship. Kaidan/MShep maintain that cinematic "will they or won't they" that viewers just love.Jonata wrote...

She's also stands up to Shepard more than most squadmates in general, though. In ME1 regarding the geth. In ME2 regarding revealing the data about her father and telling him she can't join him on Freedom's Progress (and unlike Kaiden and Ashley isn't a complete prat about it, despite having far more reason to hate Cerberus than those to ever did considering the events of Ascension).
