Also, she melts in Shepards presence, no matter what. It's a no.
She's also stands up to Shepard more than most squadmates in general, though. In ME1 regarding the geth. In ME2 regarding revealing the data about her father and telling him she can't join him on Freedom's Progress (and unlike Kaiden and Ashley isn't a complete prat about it, despite having far more reason to hate Cerberus than those to ever did considering the events of Ascension).
That's true. And while having a legit reason to hate Cerberus, Tali still trusts and cares about Shepard enough to go on a Suicide Mission sponsored by Cerberus. She b*tches at Jacob, not Shepard. As it should be.

It depends on the type of romance story you want for your Shep.
If you want someone innocent at first who instantly falls head over heels in love with you and you her then Liara is your girl (ME1). In ME2 you won't have much contact with her and she is no longer innocent but if you have LotSB you can help her out and invite her to your cabin only once and no sex occurs. You could see it as a case of you both being busy and so much time has passed. In ME3 you can romance her in full force as she is a crew member. She gets the bulk of the romantic interactions.
If you want a situation where you are friends and teammates first then Tali is the one. You save her life in ME1 and recruit her, you can get to know more about her and the Quarians. In ME2 you recruit her later in the game but you do have contact with her quite early. Once again you are both busy. She has her own problems to deal with and you can help her with it later then afterwards talk about your growing feelings for each other. tali is very flirtatious and light-hearted. In ME3 you see her again later, what I like about Tali's story is that hers can change the most depending upon your actions in ME2 and 3.
**if you want you can romance Liara in ME1 and if her behavior turns you off in ME2 you can explore your feelings for Tali. In ME3 Liara will confront you about it and try to lock you back into a romance with her. You can have any perspective on this if you like. I personally saw Liara as weak minded (My Shep was Renegade).
If you want a more straight forward romance than Miranda is the one for you. You meet her in ME2, she brought you back. You can call her a **** when you first meet her for that classic "They hate each other at first but want to tear off each other's clothes off later" romance. She's strong, but if you care about peeling off the layers you will find that she is a little insecure. If you helped Liara in LotSB you can read her dossier and find out why she is so attached to her little sister. In ME3 Miranda has her own problems to deal with, if you chose to keep the romance then it would be one of those romances where you both still care for each other but you are too busy dealing with your own major problems to be together. I find a sense of maturity in the Miranda relationship that most of them don't have aside from the Kaidan romance. (You don't get a sense that they are just kissing ****). If you break up with her in ME3 she is the only one who actually has real feelings about it which makes a relationship with her even more touching. But if you want someone with you all the time then Liara and Tali are your choices with Liara being number one since she will be the one in your face constantly in ME3.

OP, romance whoever you think suits the character you're rolling best.

That leaves Tali, Liara and Miranda (OPs top choices as well).
Tali is adorable, clearly is infatuated with Shep in ME2, and is the most open about her feelings in ME3. This is all great, and if its what you are looking for, great. I prefer more subtle, mature (not implying Tali is immature) romance. Personal preference.
Liara has lots of content, but honestly, it often feels forced. Additionally, I don't really feel the chemistry there, especially between mShep and Liara.
Miranda was always one of my favorite characters because of what she represented. A strong willed, independent woman who wasn't afraid of her power. She could come off as cold, but there was some more to her if you dug a little deeper. She could however come off as out of character at the end of ME2 and her plot is very one-dimensional in ME3, but her romance subplot was handled well. There are great moments throughout if you explore the various dialogue options.
So, while none meet what I would call an ideal romance, I'd go with Miranda. Now just gotta decide if I want her to die at sanctuary or not (makes for a great moment, but also a bit cliched).

...Miranda if you like a woman who's smarter than Shepard and almost as competent.
...Ashley if you like a down-to-earth woman who takes no sh*t from anyone.
...Liara if you like an exotic woman you can literally share your thoughts with.
...Jack if you like a woman who cares nothing about society's norms.
...Tali if you like a mix of cute girl and resourceful woman.
I'm sure someone can make a valid point for Kaidan but I can't get into the gay romance mindset.
My favorite is Miranda. I always feel the romance is one of the most enduring, overcoming periods of separating and often driven by nothing more than the knowledge the other exists. It's also a romance where both sides retain much of their independence and will continue to do their own things, and if they want to have a family - which technology will make possible - that will cover a comparably short period in a very long life. Last but not least, together with Liara's, Miranda's romance represents a rather non-traditional relationship model, which I like because it counteracts the typical space opera-assumption that the future will not change the way our societies work.

2. Jack I like the paragon romance because it really fleshes out her character and the crazy chick with tatoos is just, I dunno sexy in some wierd way.
3. Garrus because Garrus

But for the purpose of this topic, my favorite is Tali. The one who always has Shepard's back. I like the idea of the friendship that becomes something more - it seems more meaningful to me because (like Garrus) it took longer to develop, and never has the trust issues of the VS.

Oops.
Fun guy to roleplay, but he does some pretty evil **** when in command (by the standards of most of the people here) if I stay true to the character. Shoot Mordin and lie to Wrex, sell Legion, lose half the squad in the suicide mission etc.
