Speaking personally, I don't take any romances that don't have the LI character be a party member. I don't even see the point of the romance if they don't even join you in ME3. Which makes Miranda not even an option in my opinion.

A good LI should generally:
- maintain a mostly consistent personality over the course of the series
- be designed as a character first and a romance second
- not be subject to random boob jobs
- not end up getting marginalized or pushed to the side in the final act
Sadly, the majority of ME LIs fail to meet these criteria.

I'd sat Miranda. It really all goes for the type of woman you go for (or man if that's your thing).
For me, Miranda was the only romance that felt real. The only one that feels like a real love story.

Bioware believes Liara to be the best, and as a result she seems to be the best for a default Shepard. My Shepard prefers Tali as Liara changes too much from the first outing.

This is just going to be a pissfight between LI's. It's already gone on long enough here.
The reasons people love a certain LI are the same reasons other people hate that LI.
Personally I can't stand Liara, Tali, or Ashley. I'm not gay, Steve's a no go. Personality aside, I'm not attracted to girls who don't shower, shave their head hair (The only place you want a woman to have hair), or have tattoo's (I hate small little love brand tat's, there's no way I'm going for someone with a full body of them) so no Jack. I'm physically repulsed by aliens (Samara is the only one I'd even consider).
Miranda is perfect for my Shepard. She's the type of woman I'd shoot for in reality, and all the love for her character aside, she's the only one that meets the criteria (and Chambers, but she strikes me as the clingy pathetic type, not the clingy sexy type.)
In all my order for romance would be for Sheploo:
1) Miranda (By an astronomical margin)
2) Kelly
3) Dr. Michel
4) Lizbeth Baynham
5) Kate Bowman
6) Gianna Parasini
7) Emily Wong
8) Rita (Jenna's sister)
9) Jenna (Conrad's girlfriend)

I hold no problem with that philosophy. Understand I don't feel the same though.
I can only fall in love with a white (or possibly Asian) woman. It defines me, and by extension my Shepard.
Just as my Shepard can have no romantic feelings for aliens.
