It's not so much how she behaves as it is the writers constantly give her too much plot armor and make her too important to the story. I'd be perfectly fine, even preffering it, having her sent off to Hackett early in the game never to see or hear from her again minus an email or two.

But I'd say Liara if your Male Shep is a paragon or paragade. If you include LotSB I think she's got the best romance arc in the series, and with that DLC her romance spans all three games. If Shep is a paragon or paragade, they are also fairly similar characters with fairly similar outlooks.
If your Male Shep leans renegade or renegon, Ash or Miranda (or both) are probably a better fit.

I like Jack the most if you Paragon romance her. Other than that, Ashley. If Miranda's romance and character was developed more, she'd probably be in front of Ash.

- not be subject to random boob jobs (Liara, Ashley, (Miranda already had one))
- not end up getting marginalized or pushed to the side in the final act (Thane, Jacob, Jack, Miranda)
Sadly, the majority of ME LIs fail to meet these criteria.
So really onlu Garrus and Tali didn't break said criteria...mostly on the ground of not being desgned around being a romance (since they only later became LIs because of fan demands)

The rest I don't even considerate it a romance option for me. I don't like Liara nor Tali by the same reason, because their interest in him starts as hero worship. When they meet Shepard he is the first human they see and a charming prince.
One of the thing I like from Miranda is that he sees Shepard as a regular man in person, not as the hero like the alien LI's. Ash and Jack also see Shepard a a mortal being, yeah, he's the butcher/survivor/hero and 1st human espectre, but that not what attract them from him.
And what I enjoy from the Miranda romance is both of them pushing each other buttons. The renegade kiss in ME2 is something you won't see in any other romance.
Too bad the lack of content ruined that in me3.

Kaidan's a "maybe" - but the whole Cerberus distrust arc is chiefly responsible there. So Kaidan, Garrus, Tali and Kelly (hard to call her marginalized - how important was she to start?) - unless I missed something.TheWerdna wrote...

Why?
She is the only female character that basicially doesn't jump into Shepard arms just like that and does not go into his bed because "oh no we can die, lets f**k" Because of that the romance is progressing slowly. It's a shame that BW always make apperance in games quite late, but at least it's a sweet long term relationship that doesn't give you the feeling that She just wants to bang Shepard. Other girls basicially jumped into Shepard bed because they found love just like that...they are too easy :/

Tali and Liara are probably best though. Liara in terms of amount of content, Tali in terms of quality (excluding her face reveal)
