Liara. Just plain and simple. Her powers are incredibly weak, and her voice gets on my nerves. But, of the three, i'd have to say that it would be Kaidan. Ashley may have irked me, but I never found much reason to save Kaidan.

Depends on what you view as the "worst"

Jacob is Kaiden with a paint-job and has by far has the least of amount content of all of them so he's technically the worst

Kaidan is Master of Mediocrity but hey he's a decent guy, just not very interesting and he does have a few good jokes and semi-memorable moments, so he's definitely not worse than Jacob

Ash is a racist redneck hillbilly and the accent doesn't help. I'm pretty sure that wasn't what Bioware was going for initially. Tried to sex her up in ME3. Interesting choice. She is the worst IMHO

Jacob, boring and cheats on you if ya romance him and some how its okay. No retaliation from Shepard... I wouldn't be surprised if Renegade Femshep gutted him with her omniblade.

Hey, Jacob only cheated because of 1% of players that romanced him. BW knew he was the least popular LI so they made him the "cheating scapegoat character" cause every franchise needs one

Kaidan. He's just so...boring. And that voice! At least Ashley's character was quaintly isolationist and Jacob was the token. But Kaidan? Nothing going for him. Not to mention you can turn him into a rabid xenophobe if you play FemShep.
