Actually, the penetration mod does work on the Particle Rifle. 

Really? I've equipped Ashley and garrus with the mod in the past  and they didnt seem to get past guardian shields with it.

Bit of a necro, but not only does the penetration mod work, it's a superior option to extended barrel on the PArticle Rifle as the PR's base damage isn't high enough to benefit much from it. It does the majority of its damage from its high-power beam modifier. The penetration mod gives a flat boost which isn't affected by damage.

Yes with the sole exception of if you are running AP Ammo on the Particle Rifle, which also works.

This plus High Velocity Barrel.
For team mates I´d say Typhoon (Garrus) or Prothean Particle Rifle with Inferno Ammo (Vega).

Nothing beats the Saber. It can function as a decent sniper rifle and can quickly take down anything on the field.

- With DLC in mind = Typhoon. Firing that thing makes me feel like the wrath of God.

Close call between Chakram Launcher and Prothean Particle Rifle.

Harrier with a stability mod owns (Even without it's awesome), add an ammo mod and the extra ammo in rank 5 of ammo powers too, otherwise it's my trusty rifle from ME2 the Mattlock..

I also like the M-90 Indra as a "backup" Assault Rifle.

The problem is, the Valiant can function as an amazing sniper rifle that can quickly take down anything on the field, and it doesn't stop you from wielding the Particle Rifle/Harrier/Typhoon.

Or you can just get a Paladin and have a Saber in your heavy pistol slot.
