Man, rereading this thread is just weird. I don't know how, since I don't think it's completely possible, but I've two-shot the armored portion of an Atlas with a Claymore on the Human Infiltrator using the right rail amps and ammo mods. That 25% debuff is awesome for bosses, and it isn't terrible at CC (mooks are already super-predictable, but their dodges make things simpler).
I agree that it could use a boost. I also really wish they could add 1 damage point so that it killed swarmers. Still, it's a great power. It isn't trash tier like so many people here seem to think.
