Non voiced PC would be better but as it is most likely not going to happen, I wouldn't mind the accents. As long as theyr are well done, in MotA the Orlesian sounded too much like english speaking VA imitating the french accent, well the french accent you have when you just had three weeks of english lessons and were not paying much attention.
Baron Arlange was especially irritating
Just to make it clear, I am french, I lived in the UK for a long time and have been asked more time than I care to count why I don't "sound french" when I speak english, so OTT french accent does get on my nerve pretty quickly.
Leliana VA was perfect for the role, she's a french woman who lived in english speaking country, so her accent was pretty much spot on with the character.

Plot twist: Since we're in Orlay, why would ANYONE be speaking english at all? So it would be perfectly reasonable if it were all "translated" into the Queen's english. Did characters from Jade Empire speak in derogatory ching chongs?

That is also a possibility, akin to english being the "transcripted version" of the common tongue in LotR.
