 The Council. They were responsible for Saren, and not listening to you in ME1,ME2,ME3.

The Council, Alliance, Migrate Fleet, and Admiral Hackett. Basically any force that Shepard warn about and failed to make preparations.... I blame Hackett specifically he was idiotic enough to put the only person who was making strides against the Reapers in jail. Look what Shepard did in such a short time in ME3... what if he had those six extra months? Who knows maybe he could have save that awesome Geth Dreadnought Ship before Han Gerrel went Kamikaze on it. .

Yeah, I regret saving them in ME1, but the new one is somehow worse... so.. screw them. They're all completely useless. I really can't blame Udina that much to be honest.

And not incarcerating Shepard would've led to a war between the Hegemony and the Alliance, exhausting both sides before the true conflict even began.

No. Not Hackett. It's said that in Arrival, he would give Shepard a goddamn medal if it were up to him. But it wasn't. So, to prevent the war with Batarians, they decided to arrest Shepard. 

And no. Shepard would try to warn the Alliance and The Council, but they would say "Ah, yes Reapers", "Ah yes, Gallactic Politics" we have enough on our hand

OT: How was the Council responsible for Saren?

Ýes, the Council should've listened to you, even because in ME you save them, or put up a new-human led council, which should gain you a favor for the Alliance, or the Original Council. But noooooooo, we only get a Spectre Status, which only works on the Citadel, by triggering the Paragon Interrupt on the Mission of the Quarian and the Volus who lost his credit chit, saying "you think you're gonna run-in a Spectre?" and by gettin a Discount on that Gift Shop saying  that he's a Spectre and should get his discount because the Stores are owned by the Council.

How exactly?

- Who even knew Shepard was involved in blowing up the colony? Everyone was dead - why not arrest some random Alliance mook if this was sufficient to shut the Batarians up?
- If you didn't play Arrival, no one is being detained for the blowing up of the colony. The team that did it is dead  - why didn't the Batarians attack in this case?

I personally blame Shepard for not even trying to record any of the conversations with Harbinger or Sovereign.

Hell, the data they stole from the Collector ship should have been more than enough.

I sorta recall Ashley mentioning that they're hardsuits recorded the meeting with Vigil, but it was never mentioned ever again.

To be fair, even if they did know the Reapers were coming, what difference would it make? The Reapers would still kick the living poop out of every army in the galaxy. Because, you know, conventional victory was never an option.

Well, if the Crucible was ready 2 years ago, the Council could summon the Catalyst and then spend 2 years to debate Destroy/Control/Synthesis.

Well, really, the Reapers were coming wether The Council listened to Shepard or not. Their arrival is not contingent upon anything that the Council does or fails to do. At best by listening to Shepard they would have been better prepared for what was to come.
