Realistically plate armor was very very very expensive. A full plate would cost the equivalent of an Ashton Martin or Ferrari today in terms of how much income you needed to afford one. The "plate" armor the Kirkwall Watch wore would have been harden leather in reality. Most of the "plate" armor in the games would be harden leather in reality. However it would have been relatively cheap to decorate leather "plate" armor. Some tooling with a leather scribe and painting and you can have some nice looking leather armor.

But in general, armor intended for combat would not be heavily decorated except for those of the leaders.

It is also possible that in a world where magic works, plate armor can be magically mass produced cheap enough that common foot soldiers would wear them. And they could be highly decorated as it would also be cheap to repair them.

However in the final analysis, realistic armor would be dull dull dull and the artists at Bioware would quit for other companies who would allow them to run wild with their artistic imagination. :P
