Shouting random lines - gives all of them in quick succession?!

I'm trying to make some kids shout random lines (they are all running around at various points in my map and it adds some life).

Using what's in Lothering's area as a guide, I build a conversation with 5 lines of text, and the first 4 lines have the GEN_R25 condition on them, while the last one has nothing. Shouts are active on the kids, it points to the right convo and there is a delay of 20 secs between shouts, but, what happens is very strange.

Everytime they shout a line, they actually shout each of them one after the other very quickly! It's unscreenshottable, since it flickers between every line in my dialog file, but I can't understand why it would do that. The GEN_R# always work fine in regular dialog, not sure what's going on!
