i always let him bleed out so he still lives im just wondering what fits the story better???

With caradoc2000 on this one. Unless extremely high paragon I'd have a ruthless Shepard kill Balak. Too bad about the hostages, but negotiate with a terrorist? Nope. Think it costs a few points in war assets in ME3 though.

I would say that from a wider perspective, it's better to save the hostages by letting Balak go. After this, there's no sign of any particularly nefarious behavior from Balak. He appears in a later game and can be of help to your campaign against the Reapers. (Not that Shepard would know either of those things.)
If it were a real encounter and not a programmed game scenario with yes/no outcomes, I'd say kill every Batarian terrorist on that rock. Even the "good guy" you can spare to get the keycard still wanted to enslave human beings in raids, like the one that killed Colonist Shepard's parents. Universe is better off without them.
But in the game, there are more quatloos on the side of letting Balak go so that you can save a room full of hostages, rather than killing him, and letting a room full of hostages explode. Always go with the quatloos.
