Apologies if this has been explained somewhere, but I had a question regarding the Citadel coup - why does the Salarian councilor stay stealthed in the cafe area outside the executor's office when you just walked right past them? By which, I mean, they asked Shepard to come investigate Udina but instead of revealing themselves to him they randomly sit in the care and de-stealth for no apparent reason.

I guessed it was because he was hiding from Kai Leng and then de-stealthed when he saw Shepard and thought it was safe. I don't remember why/ how he got separated from the rest of the Council. Because he was still planning on meeting Shepard privately before the coup randomly started?

Yeah, I figured he was hiding but why would he wait until Shepard has already passed him and gone into the office? Probably nitpicking, but it just seems kind of dumb (that and Bailey's super-fast traveling/ability to control elevators but inability to contact the Council too).
Maybe I'm just looking for a reason to nitpick a mission I find pretty silly.
