Who do you like the most? If you like Tali or Garrus, you can go for them in ME2. The ME1 squad has far better pay-off in ME3 than the other ME2 romances. Ash in ME2 is pretty bad, for Liara you have to get the lair of the Shadow Broker DLC, as in the base game it´s also rather bad.

Whichever you like the most. I usually pick Liara because I hate Ashley, but my last playthrough I picked Ashley so I could cheat on her and then shoot her in the stomach.

Honestly, do a save for both - see which one you like better. If you're deciding based on the romance that comes with it, there's other factors to consider,.if you're not in it for the romances, then it really doesn't matter though. I'm on Team Ashley, for what it's worth.
