I was under the impression that you want her to feed your fish. I've not romanced her before, so I could be wrong.

No. But then again you only get the feed your fish option if you invited her up to your cabin for a "meal."
If you mean the part at the end of the game, you can't be locked into any other romance. Then after the Suicide Mission she will send you an email and you can invite her up to your cabin. I always tell her to feed my fish (so I don't have to do it). I am not sure why anyone would say you have to tell her not to.

I read somewhere that if you tell her to feed your fish,it was like choosing an option to just be friends...so you wouldn't be able to invite her up to your room after the suicide mission.

Feeding the fish has nothing to do with romancing Kelly.

The word romance here may be a bit off - Kelly is _not_ a romanceable character if you're trying to get the Paramour achievement. Consider her a one nighter or a friend with benefits or headcanon it as a full blown romance if you wish, but if you want the achievement you're going to need to romance one of the official love ME2 interests: Jack, Tali or Miranda for Blokeshep and Thane, Garrus or Jacob for Femshep. On the other hand if you want to not have to worry about your fish you need to at least chat up Kelly enough to have dinner with her.
