A question about the asari and biotics

Hey everyone. I was reading Mass Effect: Retribution and came upon something interesting. When Grayson and his team on Omega secure a bunch of Red Sand, the book mentions that batarians and asari are not affected by the red sand.

But in Mass Effect 2, When doing the mission to get The Justicar on your team, you have to fight your way through a bunch of mercs (Eclipse Sisters or whatnot) in order to track down the ship's name that is transporting Morinth. These asari seemed to be affected by the red sand that is everywhere in the compounds, and the volus that selled them the red sand even mentioned that a few asari have even died from overdose because of it.

So I'm just wondering if red sand does affect asari, but just differently from how it affects humans?

The ME2 mission does not involve red sand as far as I'm aware. It's a different compound called Minagen X3. Eclipse does smuggle red sand, like any other criminal syndicate out in the Terminus, but that's not the drug they were using during the Justicar recruitment mission.

I kind of doubt, libertarian paradise that it may be, that they'd legally permit the sale of red sand on Illium (as they do) if it amplified a person's biotic powers. Given the prevalence of biotic powers to amplify among Asari.
