You're increasing the power damage on Hunter Mode, and increasing the damage of the proxy mine itself.
Tactical Cloak gives a 40(80)% damage bonus to powers and weapons.
The GI would be the class least affected by this change, and if you make the damage bonus from the proxy mine less worthwhile than the speed reduction, everyone will just flip their points. The GI would still have the best proxy mine in town. Also, the main thing I do with my Volus Engineer is put that 20% damage bonus on everything I possibly can, so you're nerfing one of my favorite classes in the process.
A GI taking power damage is giving up the RoF increase on hunter mode.
Decreasing the base damage on proxy mine while increasing the rank 3 damage evolution means that +X% damage abilities which are based on base damage (like tactical cloak) provide less of a bonus. To give you the math behind it:
Current proxy mine base damage = 400
Current cloaked proxy mine damage on most GI builds = 400 * (1.85 + .8) = 1,060
Current proxy mine damage on a Volus Engineer (same evolutions) = 400 * 1.9 = 760
W/ 350 base damage and rank 3 damage bonus switched to +50% instead of +20%
Cloaked GI proxy mine damage = 350 * (2.15 + .8) = 1,032
Volus Engineer proxy mine damage = 350 * 2.2 = 770
And the more you decrease the base damage and increase the rank 3 bonus, the more damage the volus engineer does and the less the GI does. 300 base and + 100% or so (not sure on numbers) would pull them even closer together.
As to cooldown, infiltrators are basically unaffected by their power cooldowns since they only run cloak cooldown. Decreasing proxy mine's cooldown will let the TS and volus engineer switch more quickly to their other powers (marksman and shield boost) after casting a proxy mine. Being able to spam a 2 or 2.5 second (rather than 3 second) damage and stagger power would more than make up for a 5% change in debuff.
