I've played several of the mods out there that add content:
social.bioware.com/project/1299/ (The Gauntlet)
www.dragonagenexus.com/downloads/file.php (Gladiator)
www.dragonagenexus.com/downloads/file.php (Enigma Battle Arena)
and I've noticed that none of them seem to have monsters scaled to your level - in all cases, I see things as level 1-3 depending on normal/lieutenant/boss rank on my minimap. They also squish easily like level 1-3 stuff, so I'm wondering if these mods are broken, or if level scaling in general is, or if my copy of Dragon Age is broken.

It's the mod's fault. Getting scaling to work correctly is not very intuitive. The step that is most easily missed is that if you don't add your area to a table (I forget which) that contains the minimum and maximum levels that creatures in that level can be, then all creatures in that level will always be level 1 (+1-3 for higher rank creatures).

Thanks to this thread, I was able to get my custom creatures to scale properly: http://social.biowar.../8/index/490520
You just have to set AREA_ID on your area's variable list to 1 and bam, custom creatures will scale.

Another way to set the level (without scaling) is to use the MIN_LEVEL variable of the creature. I've used that with success, because sometimes I want specific enemies be a specific level. I also don't have to mess with adding the specific area to a 2DA.
