Poke Radar is supposed to make things much easier, and it definitely seems like the rate has changed.

It shouldn't take long if you really want to find a shiny.

Finding a specific shiny, however will take a while.

Okay, so I need a Slurpuff. Badly. It's too ridiculous looking for me not to have one.
Would anyone here be willing to partake in a trade then trade back? Someone with Y version could trade me their Spritzee for my Swirlix so that they can evolve and then we can trade back.
I'm just paranoid about trading online where someone might not trade the Slurpuff back to me.

You go to your DS menu, and there should be a orange smiley face at the top of the touch screen.

Click on that and look at you Mii, Below your account name is your 12 digit friend code.

In order to gain mine as one, you input mine under Register Friend, the orange face at the top of the touch screen with the "+" sign.

I'll direct you from there.

From the game after connecting to the internet, in the PPS menu, you should now see someone named Gracelia under the Friends drop-down.

You can from that menu connect for a trade.

Poke Radar existed in Generation IV first, but dissapeared in Gen V. It's made a comeback this Gen.

What pattern do your  Vivillon have?
Mine are "modern" and I'd like to have other patterns.  My favorites are Polar, and Snowy, but I doubt I'll find anyone from the North Pole to trade with.

Lucario is not a legendary.

I've got Lucario on my team, he's always been badass.

You get a Lucario as a gift after the 3rd Gym, but you can train a Riolu for it, they're on Route 22
