Basically what im saying is does choosing the Spacer Pre-Service history for Shepard have any impact on Tali for relationship and dialouge options? and is there anything extra that comes with it like colonist?

No it doesn't. Spacer has paragon bonus, earthborn a renegade and colonist I think nothing or bit of both. Each one of these have special quest on ME1, also some dialogues are affected based on which of these 3 you are and also if you are survivor, war hero or ruthless.
