People are simply speculating at this point. The new Inquisition may be radically different than the original, but that only calls into question why this current organization would be named after the proto-templar group that hunted down mages and heretics.

You can think of ways how that could have happened, it's not that hard to justify. You never know what could have happened to one particular craftworld to leave it in such a state. 

We just brainstormed chaos Eldar, and this is a way that it could be lore friendly.

no. it is not.

understand this - single hive of humans will provide a lot more to any given Chaos God than a single craftworld of delicious eldars.

Why not both? Chaos Gods always want more and more. How do Slaanesh worshipping cults have any relevance to this craftworld?

Dark Eldars do not worship Slaanesh, and those guys have some experience in pain and pleasure. Never asked your self why?

You don't get it. 

Eldar and Dark Eldar fear Slaanesh and do not want to be consumed by her, and believe that that is the worst fate. These chaos Eldar WANT to be consumed and think that it is endless bliss. I am not saying they are right, they might be devoured in an agony after their death. But this is not about that, it is about what they BELIEVE.

No. Craftworlds loyal to Chaos (and Slaanesh, of all gods) break the lore pretty hard, considering the Craftworld Eldar were the only ones who saw the Fall coming and ran before it was too late. A Craftworld without any lore keepers and Farseers is even more whack.

Eldar and Dark Eldar fear Slaanesh and do not want to be consumed by her, and believe that that is the worst fate. These chaos Eldar WANT to be consumed and think that it is endless bliss. How does a craftworld of pretty much fallen, doomed eldar ( by other eldar standards ), that do not even know of their comming doom brake the lore? Why couldn't this have happened? 
On top of that it fits the grim dark theme of lore.

Is Matt Ward one of the authors of this idea?

"chaos eldars" were consumed when Slaanesh is born. And their existence is not possible.

No you are wrong, now you are just blantly contradicting codex. Codex states that the most powerful and old chaos champions of Slaanesh are Eldar. And there are Eldar still alive on the Krone worlds. This is codex man, you can't argue here sorry. 

The only difference is the eldar I am talking about are functioning as a society for a steady supply of new born eldar as souls to be given to Slaanesh.

I remember reading in a few places actually. Here's one example:

There was a time when I reaserched this a lot, reading all sorts of things for hours, but I don't remember any exact champions sry. 

At first I just thought how awesome psykers Eldar could be if they didn't limit themselves to hide from Slaanesh, and then I found that there are actually powerful Slaanesh Eldar. 

But then I wanted to think of a more appealing and not one sided faction, and discussed it with many Warhammer fans, and basically though of a craftworld of eldar that are not mindless ugly bloodthursty demons, but that are friendly to each other, are naive, good looking and can experience things like love, but still are twisted and torture, inslave and kill members of other factions, and end their lives being consumed by Slaanesh, when they think they are basically going to heaven. Just an interesting, imo fitting the grim lore concept.

All jokes aside, I actually wouldn't mind an option to say "screw it, your petty bickering has left you all beyond redemption" and slaughter both mages and templars; perhaps towards the end of the game.
