I hope so too, but wouldn't hold my breath. My guess is it will probably only be available with mods.
They probably have some kind of metric that says only X% of players used hardcore mode.

No, its probably an Android. Like others said, the quests in Fallout 3 hinted at this a little, maybe. It would be fascinating to see how they contrasted organic and synthetic.
And I would DIE if they had three choices...human, android, or Green.

Yeah, I heard Fallout 4 will take place in Boston. Which is a pretty good choice I suppose. I agree on that Beth only focuses on US. Seeing how Europe survived the Great War would be very interesting.

The Railroad bit plus the Boston locale makes me think Bethesda is kind of doing that as a take on the Underground Railroad perhaps? The last bit seems kind of contradictory- not wanting it like Skyrim so we'll make it like Skyrim.
Go ahead and ignore all of those rumors. The person that posted that came back and said they just made it all up.

They better include and expand upon it. I was very dissapointed they decided not to include it in Skyrim. The only way to have it in Skyrim is through mods, which isn't a solution in my case because I play on Xbox 360.

Both options sound really cool. My Courier and my Lone Wanderer were cyborgs, and it'd be interesting to go the next step. We got a glimpse about the POV of an android from Harkness, and it would open up a lot of possibilities about how we saw the world, our opinions on other androids, whether we could help or chase down runners, and possibly how we could interact with humans and the Railroad. Being a ghoul is also pretty interesting, since we could be recent or long-lived ghoul who has seen the changes of human civilization. I think both options would be pretty awesome to explore.

Other things I'd like to see maintained:
The dramatic expansion of crafting/reloading from FONV.
VATS, or a different pause combat mechanic.
Survival skill.
Factions.
NV guns and armor inventory (although I can live without such things as Ranger combat armor and dusters if they want to introduce something specific to the NE region). They really need to use NV as the base for a broad assortment of weaponry and varied calibers. There are some great NV weapons and armor mods as well, that need to find their way into FO4.
Good companions/companion questlines...and maybe taking that to a new level where you can hire on multiple companions if that's your thing (although I know that can become a serious combat balance issue).
Eh, just a few things off the top of my head.
