Anybody know a good build for a healing anders all the ones I see are for vengenace and none for Panacea, which leads me to the next question, how can you make it where he turns off Panacea when there is no enemies actively enganged and for him to use Regroup even though I have him set for
Ally: Dead ( Use Ability ) Regroup. When I have a character die he doesn't rez them.

The reason why there aren't many builds for a panacea anders is because purely healing/support builds tend encourage bad combat strategies and can end up rather redundant.
Ideally, if you hardly get damaged while dealing lots of damage, you should be able to manage on heals and potions alone. You certainly shouldn't have companions dying very often. I'm not sure which tactics to use for rezzing companions or if it's even possible.
However, aid allies can be useful as an emergency heal, and there's a few guides out there that explain the tactics for that. Bear in mind that by speccing anders purely for healing/support, you are effectively cutting your total dps by a quarter (or more, since anders has one of the highest dps potential)
Here's a setup to maximise healing and haste: Anders - an overview on building a support-healer efficiently
Behavior – Ranged
1) Ally: Health < 25% ► Heal
2) Ally: Health < 25% ►Activate: Panacea
3) Ally: Health < 25% ►Aid Allies
4) Self: Any ► Haste
5) Self: Any ► Activate: Heroic Aura
6) Self: Any ► Activate: Elemental Weapons
7) Self: At least two party members below 50% health ► Activate: Panacea
8) Self: At least two party members below 50% health ► Aid Allies
9) Self: Health < 50% ► Activate: Panacea
10) Self: Health < 50% ► Aid Allies
11) Self: Health >= 50% ► Activate: Vengeance
12) Aveline: Health < 50% ► Heal
13) Self: Health < 50% ► Heal
14) Hawke: Health < 50% ► Heal
15) Enemy: Clustered with at least two enemies ► Glyph of Paralysis
